Best Compliance Software from Germany: Which Providers Are Worth Considering?
Key Takeaways
- Of 16 providers reviewed, ten are based in Germany: Kertos, DataGuard, Proliance, activeMind, heyData, CIVAC, Kopexa, otris, caralegal, and Complianty.
- Framework lists no longer separate German and US providers. Vanta and Drata now list TISAX and NIS2, and Vanta also lists the BSI C5 attestation. Among the providers based in Germany, only Kertos currently lists C5 as an available framework.
- The contracting party and the people make the difference. Six of the 16 providers offer an external data protection officer, and all six are based in Germany.
- Eight of the 16 providers publish an entry price, from €29 to €490 per month.
No single compliance software is best for everyone. Two questions decide the choice: which evidence do you have to deliver, and do you need a named person for it or only a tool? The tables below show, for 16 providers, what each one states on its own website. We checked every entry on 26 October 2026 against each provider's legal notice, terms, framework pages, and pricing pages. "Not stated" means the pages we checked do not mention it.
Which compliance software providers are based in Germany?
Ten of the 16 providers are based in Germany and two in another EU member state. Three have their headquarters in the US. Sprinto names two contracting parties in its terms: Sprinto, Inc. and Sprinto Technology Private Limited.

Several of these products serve the German market only. CIVAC sells 77 German statutory officer roles, Complianty works in German only, and otris builds on the German BSI IT-Grundschutz. If you sell outside Germany, look first at the international frameworks in each row. We list further European options in our EU alternatives to Vanta and Drata.
Which compliance software fits which company size?
In Germany, company size matters at exactly one point. Under Section 38(1) of the German Federal Data Protection Act (BDSG), companies appoint a data protection officer if they usually employ at least 20 people who constantly process personal data by automated means. The duty applies regardless of headcount if processing requires a data protection impact assessment. Outside Germany, Article 37 GDPR alone decides, and it sets no headcount threshold. Software companies cross the German threshold early, because almost every role there handles personal data.
Everything else depends on the evidence your customers and your regulator demand. A 30-person company that wants to win a large enterprise customer often needs ISO 27001 certification. A 300-person company that sells only to domestic consumers may never need it.
| Your situation | What you have to deliver | Fitting provider model |
|---|---|---|
| Fewer than 20 people processing data, no certification pressure | records of processing, processor list, website obligations | privacy software, self-service |
| 20 or more people processing data in Germany | an appointed data protection officer under Section 38 BDSG | platform with a named mandate, or software plus an external appointment |
| Enterprise deals or tenders ahead | ISO 27001 certification, often plus security questionnaires | platform with audit support |
| Customer in the automotive industry | TISAX assessment with label | provider that lists TISAX, 9 of 16 |
| Public-sector customer or cloud provider for regulated industries | BSI C5 attestation | provider that lists C5, 2 of 16 |
| Entity in scope of NIS2 | NIS2 risk management plus management duties | provider that lists NIS2, 14 of 16 |
| Main market USA | SOC 2 Type II report, possibly HIPAA, PCI DSS, FedRAMP | provider with a SOC 2 focus |
Which frameworks do the providers list on their own websites?
Framework lists can be counted, and the count shifted in 2026. The table counts what the 16 providers listed as supported frameworks on 26 October 2026:
| Framework | Providers listing it, of 16 | of which based in Germany, of 10 | of which headquartered in the US, of 3 |
|---|---|---|---|
| ISO 27001 | 14 | 8 | 3 |
| NIS2 | 14 | 8 | 3 |
| TISAX | 9 | 5 | 2 |
| ISO 27701 | 7 | 2 | 3 |
| SOC 2 | 6 | 1 | 3 |
| ISO 42001 | 6 | 2 | 2 |
| C5 (BSI) | 2 | 1 | 1 |
Almost every provider lists ISO 27001 and NIS2, so neither sets anyone apart. TISAX and C5 tell a different story than a year ago. Vanta and Drata list TISAX, and Vanta lists the C5 attestation under the C5:2026 criteria catalog. Among the ten providers based in Germany, only Kertos currently lists C5 as an available framework; Proliance announces it as "coming soon". Kertos is also the only German-based provider here that lists SOC 2.
A provider's framework list therefore no longer reveals its origin. Two other points do: who your contracting party is, and whether your contract names actual people. Our comparison of Vanta competitors shows how this narrows a shortlist.
How can you tell whether a European compliance platform is trustworthy?
Trust does not come from a country of origin in the marketing copy. It comes from six facts that any provider can disclose in its legal notice, contract, subprocessor list, or trust center. You can check each one yourself. If you cannot find one, ask for it in the quote.
| Question to check | Where you find the answer | What matters |
|---|---|---|
| Who is your contracting party, and where is it established? | legal notice, terms, data processing agreement | The legal entity in the contract, not the brand, determines the applicable law and the place of jurisdiction. |
| Who controls the provider? | commercial register, group structure disclosures | The CLOUD Act attaches to "possession, custody, or control", not to the server location. |
| Where is data hosted, and who are the subprocessors? | published subprocessor list, data processing agreement | Is the list public, with a location for each subprocessor? How, and with how much notice, does the provider announce changes? |
| Where do the AI features send your data? | subprocessor list, product documentation | AI services are usually separate subprocessors with their own location. |
| Which security credentials does the provider hold for itself? | trust center, provider website | Count only the certificates and attestations the provider states for its own company, not the frameworks it supports for customers. |
| Who answers when the auditor asks? | contract, service description | Named experts and a mandate as external DPO or CISO are a contractual service. A feature list is not. |
One point is often oversimplified. Many European providers run their platform on infrastructure from US cloud companies, and Kertos is one of them: according to its own subprocessor list, Kertos hosts with Amazon Web Services EMEA Sàrl in Luxembourg. "No US involvement at all" is therefore true of hardly any provider. The difference lies in the contracting party. With a provider based in Germany, you sign with a German company that is liable to you under German and European law and that binds its subprocessors by contract.
On the AI question, Kertos lists Microsoft Germany GmbH for AI services via Azure AI Foundry, located in Germany, and Google Cloud EMEA Ltd., located in Ireland, for LLM-supported search functions. According to the list, Kertos announces changes through the platform or by email to account administrators where required (list dated 19 January 2026). As for its own credentials, Kertos announced in January 2026 that it holds ISO 42001 certification, and it provides further evidence in its Trust Center.
Why is an EU data center not enough with a US provider?
Almost every large US provider now offers an EU region. That settles where the data is stored, but not who can be compelled to hand it over. The decisive sentence is 18 U.S.C. § 2713, introduced by the CLOUD Act on 23 March 2018:
"A provider of electronic communication service or remote computing service shall comply with the obligations of this chapter to preserve, backup, or disclose the contents of a wire or electronic communication and any record or other information pertaining to a customer or subscriber within such provider's possession, custody, or control, regardless of whether such communication, record, or other information is located within or outside of the United States."
The statute attaches to the provider's control, explicitly regardless of where the data sits. A company subject to US law cannot contract out of this duty by choosing a Frankfurt data center. None of this says anything about the quality of the software.
Data residency is a technical promise; control is a question of corporate law. The same question applies one level down, to the hosting providers of European vendors. So check in the contract which legal entity you sign with, who owns it, and which subprocessors it uses.
How stable is the legal basis for data transfers to the US in 2026?
Data transfers to the US are lawful today, but their basis moves more than it does with a contracting party in the EU. The status on 26 October 2026:
| Element | Status | What it means for your choice |
|---|---|---|
| EU-US Data Privacy Framework | adequacy decision of July 2023 in force | Transfers to certified recipients are lawful while the decision stands. |
| Latombe action (T-553/23) | dismissed by the EU General Court on 3 September 2025; appeal pending at the Court of Justice as C-703/25 P, lodged on 31 October 2025 | The Court of Justice has yet to rule on the decision's validity. |
| Trump v. Slaughter | US Supreme Court ruling of 29 June 2026 on the removal of FTC commissioners | The European Commission says it is analyzing the implications for the decision, which remains in force. |
| Executive Order 14086 | carries the US safeguards; the executive can amend it | The safeguards sit in an executive order, not in a statute. |
| Section 702 FISA | statutory authority expired on 12 June 2026; surveillance continues under existing FISA Court certifications until 17 March 2027 | Whether and how Congress renews the authority is open. |
| CLOUD Act, 18 U.S.C. § 2713 | in force since 23 March 2018 | Applies regardless of any transfer mechanism. |
None of this makes using a US provider unlawful. Taken together, it means you run a transfer assessment, document it, and update it whenever US law changes. If your contracting party is established in the EU and its subprocessors also process in the EU, no third-country transfer occurs at that level. The subprocessor list shows whether that is the case. The difference is not "allowed versus forbidden" but ongoing review work versus a one-time check.
Who provides the external data protection officer if the software comes from the US?
Usually a second contracting party. Six of the 16 providers offer an external data protection officer on their websites, and all six are based in Germany: Kertos, DataGuard, Proliance, activeMind, heyData, and CIVAC. DataGuard sells the appointment as an add-on, and CIVAC prices it individually per officer role. Responsum arranges the role through partners. Vanta refers to expert partners on its pricing page.
The reason is structural. Article 37 GDPR requires the appointment of a person, and Article 38(3) requires that person to report directly to the highest management level. Software cannot fill that role. If you have to appoint a DPO, you either buy from two suppliers, software plus a law firm or consultancy, or from a platform that covers both in one contract. Our external DPO provider comparison sets out how the models differ.
Who is liable for NIS2 if you only buy software?
Management. Article 20 of the NIS2 Directive requires management bodies of essential and important entities to approve the cybersecurity risk management measures, oversee their implementation, and take part in training, and it makes them answerable for infringements. Germany transposed the directive with the NIS2 Implementation Act, in force since 6 December 2025, which recasts the BSI Act (BSIG). According to the BSI's estimate, around 29,500 entities in Germany must register.
In the German text, Section 38 BSIG carries Article 20. Subsection 1 obliges management to implement the risk management measures under Section 30 and to oversee their implementation. Subsection 2 governs liability toward the entity under the rules of its legal form. Subsection 3 requires regular training for management. No software provider can take over these duties, wherever it is based. A provider can take over preparation, evidence collection, and support through the audit. You can tell whether a platform does this by checking whether the contract names people or only lists features.
How much does compliance software cost in Germany?
Eight of the 16 providers publish an entry price, from €29 per month for a website privacy tool to €490 per month for ISMS software. Vanta, Drata, OneTrust, and Sprinto quote prices on request. So does Kertos, because the offer depends on the framework scope and company size.
| Provider | Published entry price | What the tier covers |
|---|---|---|
| Complianty | €29 per month, excluding VAT | Starter, up to 5 clients and 15 websites |
| CIVAC | €49 per month | one officer role, tool only; officers priced individually |
| heyData | €59 or €65 per month, depending on billing | Starter, basic privacy features |
| Proliance | €125 per month, plus a one-time €500 light privacy audit | external DPO, Basic, up to 20 employees |
| Kopexa | €249 per month per space, 12-month term | Lite, framework catalog, up to 200 assets, records of processing |
| Cyberday | €267 per month billed annually, €320 billed monthly | fewer than 20 employees |
| caralegal | €349 per month | Professional, three legal entities |
| otris | €490 per month | Standard as SaaS, ISO 27001 and IT-Grundschutz |
The license is usually the smaller cost item. For ISO 27001 certification, most of the cost arises outside the tool: certification body and auditor days, internal effort for implementation and evidence, and external support where needed. Compare the total effort up to the certificate, not just the license.
When is a US provider the right choice?
When your evidence needs are shaped by the US market. A SOC 2 Type II report for US customers, HIPAA in healthcare, PCI DSS, or FedRAMP and CMMC for US federal contracts sit at the core of what Vanta and Drata offer. Vanta lists more than 400 integrations, and both set up quickly in self-service. A company whose main market is the US and that has no duty to appoint a data protection officer is well served there.
In 2026, a US provider rarely falls short on the framework list, since Vanta and Drata also list TISAX and NIS2. The choice tips elsewhere: when you must appoint a DPO under Article 37 GDPR, when your customer's procurement team requires an EU contracting party, or when you need named experts at your side in the audit rather than a partner referral.
Who is Kertos the best compliance software from Germany for?
Kertos is a European compliance platform run by Kertos GmbH, based in Munich and Berlin and founded in 2021. The model combines the platform and the AI assistant Kaia with in-house certified experts who take on mandates as external data protection officer and external CISO. Kaia accesses your compliance data, answers questions, and drafts documents; the experts support you through audit and certification. Kertos covers GDPR, ISO 27001, ISO 27701, ISO 42001, NIS2, SOC 2, TISAX, C5, and the EU AI Act. Among the Germany-based providers in this comparison, Kertos is the only one that lists C5 and SOC 2 as available frameworks. Kertos hosts the platform with Amazon Web Services EMEA Sàrl in Luxembourg, and your contracting party is Kertos GmbH. More than 300 integrations connect Kertos to existing systems.
Kertos fits technology companies from the scale-up stage into the mid-market, especially SaaS and fintech, that have to prove privacy and information security at the same time and do not want to build their own compliance department. A typical case: you need ISO 27001 certification for the next enterprise deal and an appointed data protection officer, and your customer's procurement asks where the processor is based.
Kertos does not fit if you only need a SOC 2 report for the US market and have no European evidence needs. You would pay for coverage you do not use. It also does not fit if you want a pure self-service tool without a named mandate, because the expert component is part of the model.
The model is backed by a 100% audit pass rate across the customer base, around 80% less manual compliance effort compared with manual or consultancy-led implementation, and around 400 customers, including Personio, Enpal, Flink, and Blacklane. On G2, Kertos holds 4.8 out of 5 stars from 65 reviews (as of 26 October 2026). Talk to one of our certified experts to check which evidence your case actually requires.
Frequently Asked Questions
Which European compliance platforms are considered trustworthy?
A platform is trustworthy when you can verify what it states. Six questions carry the decision: Who is the contracting party, and where is it established? Who controls it? Where is data hosted, and is the subprocessor list public? Where do the AI features send data? Which certificates does the provider hold for itself? Who is available as a named person in the audit? Many European providers use US cloud infrastructure; Kertos, for example, hosts with Amazon Web Services EMEA Sàrl in Luxembourg. The difference therefore lies in the contracting party, not in the absence of any US involvement. The table above shows which of the 16 providers are based in Germany and what they offer.
Which compliance software is best for mid-sized companies?
No single product is best; two decisions narrow the field. First, do you have to appoint a data protection officer? In Germany, Section 38(1) BDSG requires one once 20 or more people constantly process personal data by automated means. Then you need a person, not just a tool. Six of the 16 providers offer one, all six based in Germany. Second, which evidence do your customers require? Fourteen of the 16 providers list ISO 27001, nine list TISAX, and two list the C5 attestation. Only these two answers shorten the list in a meaningful way.
Can a US provider help with the GDPR?
Yes, with evidence collection. Vanta, Drata, OneTrust, and Sprinto list the GDPR among their frameworks and support tasks such as control evidence and processor overviews. Two things remain with you: appointing a data protection officer under Article 37 GDPR, which requires a person, and the transfer assessment, because your contracting party is a US company. For the first, you also need a law firm, a consultancy, or a platform with a named mandate.
Which provider covers the BSI C5 attestation?
Of the 16 providers reviewed, two list the C5 attestation as an available framework: Kertos and Vanta. Proliance announces C5 as "coming soon". Among the providers based in Germany, only Kertos currently lists C5 (as of 26 October 2026). C5 is an attestation, not a certification. An auditor issues it after testing against the BSI criteria catalog.
Is it lawful to use Vanta or Drata in Germany?
Yes. Both can be used, and standard contractual clauses or the EU-US Data Privacy Framework provide the legal basis. The difference lies in the effort: you run a transfer impact assessment, document supplementary measures, and update both when US law changes. The statutory authority for Section 702 FISA expired on 12 June 2026, while surveillance continues under existing certifications until 17 March 2027. That part of the assessment is in motion right now.
What does digital sovereignty mean for compliance software?
It means you know, and fix in the contract, who controls your data. Server location, encryption, and certificates are separate questions. A US provider with a German data center offers data residency but remains bound by 18 U.S.C. § 2713, because the statute attaches to the provider's control rather than to where data is stored. European providers also often host with US cloud companies. You can therefore check sovereignty at three points in the contract: the contracting party, the ownership structure, and the subprocessors with their locations.
Which compliance software from Germany covers privacy and information security together?
According to their own websites, Kertos, DataGuard, Proliance, activeMind, heyData, CIVAC, and Kopexa list both the GDPR and ISO 27001. Among the providers based in Germany, Kertos and caralegal list ISO 27701, the privacy extension to ISO 27001. Kertos offers an external data protection officer and an external CISO from one source. Our page on a compliance platform for multiple frameworks shows when a shared platform pays off.
